This is not a straightforward answer. Having led the outsourcing for a Fortune 50 company, I can see the pros and cons of both “Fix before Ship” and “Ship and then Fix”.

Often companies are required to deliver quick results due to some restructuring program and do not have the time to fix before ship. Though I would ask the question: What were these companies doing for so long? Should they have not been fixing processes when the work was still in-house?
